Dude, just to let ya know..... no need to tweak it if you are going to start a dedicated server. A P2 300 mhz with 128 meg of ram is all that is needed.... hard to believe, huh?

If a player renames everytime you try and kick him, and if the server supports clientkick.... type /serverstatus in the console... it'll show a list of all the players and their client numbers... then type /callvote clientkick <num> .....hope, pray for those votes, then it's byeeeeeeeee
Sorry about that Miley guy, prodigy, but please don't confuse him with VMiley or whatever the handle is...this is a different person altogether. He's basically ruined Dark's server....i.e. duplicate handles, botting...just a lot of retarded stuff.
Awww well. Keep smiling and we'll keep fragging ya! ;D

Oh and prodigy..maybe some lame advise but when i had that problem..i had to delete all the keys I had in my q3a folders except for the one in my baseq3 folder. Maybe you already done that I dunno..but it worked for me...Oh and updating PB seems to work miracles too. and then I really mean updating!
here's the solution they give at python shacknet
Q: Help! I'm getting "CLIENT_UNKNOWN_TO_AUTH" when connecting to a server! A: This means that you are haveing problems communicating with ID's authorize server to verify your cd key - to make sure it is a legit, legal key. Some possible ways to get around and fix this problem would be to: a) Try connecting to a server that has few or no people on. Once there (If you don't get CLIENT_UNKNOWN_TO_AUTH) pull down the console and connect to the server you originally want to get to. To do that you type /connect IP:PORT eg. /connect 11.22.33.44:27960
b)Goto your C:\windows\system32\drivers\etc (assumeing you are on windowsXP - Don't know if its the same for other OS') In that directory look for a file called "HOSTS" - Open that in a text editor (notepad, wordpad, etc). Once opened, add this line of text at the bottom:
192.246.40.56 authorize.quake3arena.com
Save it and try playing. If your "HOSTS" file isn't located in the above path because you are useing a different operating system, do a search for "hosts" (start >> search >> For Files or Folders). Once you find it, repeat the steps above.
